"Single" flare tools are used on copper tubing for low-pressure fluids. The
tubing is simply bent open.
"Double" flare tools are used for steel tubing, and are appropriate (Safer)
for automotive uses such as brake lines and fuel lines.
For automotive use, I'd get the double flare tool. They are harder to use,
but much more reliable. They actually do a single flare, then you reposition
them to fold that flare back onto itself, forming a double thickness seal
portion.
I do not believe that they can be used on copper tubing because the copper
work-hardens too much to do the extra fold.
