I believe that the points are coated with tin so they oxidize slowly and with regular use will keep themselves clean. If you file trough the tin to the underlying brass they will oxidize much faster and will require period cleaning from then on. Use a contact cleaner and the burnishing tool frequently included with the cleaner.
