Hi all,
I'll go along with the ground theory, or lack of, at either the tail light or parking light involved. I would be curious if the tail light & parking light ( the dim side of the bulb ) works normal .
You might remove the rear socket from the light housing, up front remove the lens, take a 12V test light, connect it to a good ground and touch the pointed probe directly against the brass base of the bulb ( with the turn signal in operation, of course ) and see if that speeds up the rate of flash. The poor ground could be between the bulb & socket, socket & light housing or even light housing and body.

I have learned through hard experience that the first thing To check in the
case of turn signal problems is the ground(s) at each bulb. When the
grounding is squirrely, all kinds of things can happen.
