I don't know when Chrysler starting using these ground jumper straps but I believe it was '62 or later.  The part number would indicate the '61-63 period.  '57 didn't have them.

New brass floats can be bought from Restoration Supply Co.  www.restorationstuff.com  as # BRA288 for $11.50.

I don't think you can ever refloat a cork float that has saturated and sunk.
