What you first need to do is add a ground, body to sender. If that doesn't fix it then remove the sender from the tank. Look at the "wipe" which moves across the wire coiled up. Make sure there's no corrosion on either part and that there's full contact. Hook up the wire to the gauge and provide a good ground to the sender. Move the arm thru its range of motion and see if the gauge is working from empty (arm down) to full (arm up). If so then you will need to adjust the arm to work that way in the range you need. Measure from the bottom of the tank to near the top (thru the sender mounting hole) and make a support (dummy tank) using that measurement. An old cardboard box the right hight will do, if you can cut a hole in it and still move the arm. Holding the sender flush with the box top see if the arm now gives you the correct readings. If not, bend the arm up or down until it does. In the support you can see how it works and make the correct adjustments.
