Matt,

Have you tried manually opening the valve?  Make sure your control lever is
adjusted properly, that is, when the control handle is OFF, the valve is
completely closed and if that is correct, it should be fully opened when the
lever is moved to WARM.  If this is an A/C car it may be different, but I
don't think so.
