I moved from Maryland 6 years ago, but then you could have YOM plates 
displayed. Don't remember how much the fee was, but you also paid for 
your regular plates and had to carry them in the car at all times. If 
stopped, you showed both the YOM registration and the real plates to 
the nice officer. I think they had to be 25 years old to qualify.
