[Chrysler300] 1964 300K crossram brakes

Hi everyone: I am having a problem with the brales on my 300K. I have a new master cylinder. When the peddle is pressed it becomes firm and will not release. If I bypass the hydro vack I have brakes but not very good. Wheel cylinders are ok. 
This is beyond me so if anyone has had this problem and solved it or any suggestions I will be very appreciative.
