Don,
I seem to remember that as well from a Windsor I parted a long time ago. Maybe the short-fendered cars have a different setup than the long-fendered ones?

Hi John,
The vacuum tank on the 61 Windsor I parted out was indeed partially under
the battery tray in the engine compartment. Different brackets than the
under the fender style too.
