Testing instrument cluster

Does anyone know if you can bench test the speedometer and instrument cluster before you put it in the car? I replaced the cluster in my 62. I turned on the lights only to find out that the speedometer needle does not light up. Now I have to take it apart again. I have 2 other clusters to try but I would sure like to know if they work before I disassemble and replace with another bad one.
Does anyone know if the paint on the needles is a SPECIAL paint? I have a couple of gauges that work fine but the needles are faded and need to be freshened up. I know there are gauge restorers out there but is the paint they use a special and secret formula?
