Fuel line flare?

My old 300C fuel line has a type of internal flare (sorry I don't know the correct name) on the pump end, should it have one on the tank end as well?
Also how the heck do I put these in the new line, what sort of tool do I need and where can I get one? Been told it is similar to a "crox tool"(?) that they use in plumbing but would have to be much smaller for a 5/16 fuel line.
