Stainless and also paintless

Gary Nelson at GLNELSON.COM makes a wonderful set of masks making painting of
the wheel covers on 57/58 300's possible. However, the the painter finds it
difficult to prepare the stainless to receive and hold the paint in the many
squares. Any suggestions as to what chemical or process can be used to give
the paint a "grip" in these squares without damaging the rest of the cap?
